Ceremony Marks Opening of New GC Career Center

A ribbon-cutting ceremony on Tuesday marked the opening of the newest Garrett College facility, the Career Technology & Training Center (CTTC), located in the Central Garrett Industrial Park in Accident. The event was the culmination of a three-year collaborative effort of planning, designing, and building. The project involved input and funding at the county, state, and federal levels.
Julie Yoder, interim dean of Continuing Education & Workforce Development at Garrett College, welcomed guests to the inaugural event and introduced the speakers, who represented the officials, agencies, and businesses instrumental in the CTTC project.

Guest speakers included Garrett College president Dr. Richard MacLennan; director of Garrett County Economic Development Jim Hinebaugh; Garrett County commissioners Ernie Gregg, Dennis Glotfelty, and Fred Holliday; state Senator George Edwards; Robin Summerfield, field representative for U.S. Senator Benjamin Cardin; Julianna Albowicz, field representative for U.S. Senator Barbara Mikulski; Vickie Swink of the Maryland Department of Economic Development; executive director of the Garrett College Foundation Fred Learey; project manager, CRA Architects Adam Abraham; Willis Beitzel of Beitzel Corporation; assistant director of Garrett County Economic Development Frank Shapp; and Tom Vent, husband of the late JoAnn Vent, to whom Phase II of the CTTC project will be dedicated.

Dr. MacLennan thanked everyone who contributed to this endeavor. He underscored the importance of this new training facility to the long-term goals of the college. "Our mission is to make education accessible to everyone in the county. We will strive to match local training needs with local business demands," he said.

Hinebaugh noted that the initiation of the second phase of the Garrett County Scholarship program targeting occupational studies directly coincides with the opening of the CTTC and further increasing opportunities for county residents. "We have expanded access to higher education which will better prepare our students for employment. We are growing our skill base in Garrett County," he said.

The Appalachian Regional Commission (ARC) has awarded more than $434,000 in grant funding to support initiatives and infrastructure targeting technology-based education and job skills in Garrett, Allegany, and Washington counties, Senators Barbara Mikulski and Ben Cardin announced on Monday.
Garrett County received $400,000 to provide career training and trades skills in such subjects as environmental/energy systems and telecommunications.

The funds will be used to design and construct a flexible trades laboratory at the Garrett College Career Technology Training Center in Accident, which is expected to serve more than 500 students over a three-year period.

"Our nation's future depends on our ability to invest in high-tech education and training that is needed for jobs in the 21st century," Cardin said. "I strongly support these grants because they will provide residents of Garrett, Allegany, and Washington counties with opportunities that will help them succeed and find jobs in the future."

Allegany County received a $12,150 ARC grant to construct a new telecommunications antenna at Mountain Ridge High School, and Washington County was awarded $21,999 to support the Alternative Energy Technology Program at Hagerstown Community College.

"Grants like these help us invest in workers who are ready for the future," Mikulski said. "I'm so proud these funds will give more students the skills, training, and education they need to succeed and launch their careers. This will help build Maryland's workforce and power its economy."

The ARC is a federal-state partnership that works with the people of Appalachia to create opportunities for self-sustaining economic development and improved quality of life.

Garrett College unveiling training center to public

Facility will offer work force prep programs

— ACCIDENT — Public tours of the Career Technology Training Center located in the Northern Garrett Industrial Park in Accident, the newest facility of Garrett College, will be offered Aug. 17 from 11 a.m. to 1 p.m.

Continuing Education/ Workforce Development staff members will answer questions about the center and its program offerings and the new occupational scholarship.

Courses and programs offered at the CTTC will be primarily work force preparation and work force development, according to Julie Yoder, interim dean of Continuing Education and Workforce Development.

“Many of the courses will lead to industry-recognized certification. Classes to be offered at the CTTC this fall include Welding I, Welding II, Welding III, Adult Basic Education and GED preparation, Introduction to Lab View, Lab View II Rookie to Robotics, AutoCAD, Certified Nursing Assistant and Residential HVAC System Design,” Yoder said.

The renovated 16,000-square-foot space in the former Phenix Technology building houses a welding lab, electronics and automation lab, three classrooms, a conference room and administrative space.

A second phase of the project is scheduled to begin in the fall with classrooms to accommodate alternative energy, technology and automation, electrical, plumbing, HVAC, carpentry and masonry courses. The courses will be implemented on a cyclical basis based on work force demand and interest.

Employers will be able to use the space to conduct in-house training programs.

The new occupational scholarship is for students pursuing training opportunities that lead to an industry-recognized certification rather than a degree.

Students in the 2010 graduating class of Northern or Southern high schools are eligible as well as students who completed a home-school program approved by the Garrett County Board of Education or adults earning a GED during the current year.

The Garrett County commissioners held their regular public meeting on Tuesday. Agenda items included a report on a federal housing program, an update from the Garrett County Department of Planning and Land Development, and a bid award for the proposed Garrett County Career Technology Training Center.
Garrett County Community Action Committee president Duane Yoder gave an update report on the federal Neighborhood Stabilization Program, under which Maryland will receive $26 million. Of that funding, $20 million will be primarily distributed to rural communities with high rates of foreclosures and sub-prime lending.

Yoder said Garrett County does not have a large number of foreclosures, but other program criteria may enable it to qualify for as much as $1 million. The funding can be used for housing acquisition and rehabilitation, housing construction for ownership and rental, homeownership assistance, and infrastructure.

A draft of how the county would use the Neighborhood Stabilization grant is due at the Maryland Department of Housing and Community Development office by Dec. 5. The final draft is due in January.

Yoder noted that the funding must be used within 18 months after it is awarded.

The commissioners also heard an update report from Garrett County Department of Planning and Land Development staff members. Director John Nelson noted that public hearings will be held in the near future for two proposed county ordinances.

One outlines provisions for establishing local agricultural land preservation districts. The other ordinance would establish a local permitting process for electrical work.

Permits and Inspections Division chief Jim Torrington also reported on building permit activity in the county. He noted that the total number of permits issued for all types of construction was down nearly 16 percent for the first nine months of this year, compared to the same time frame for last year.

Also at Tuesday's meeting, the commissioners accepted Crabtree, Rohrbaugh & Associates' bid of $152,587 for architectural/engineering services. The company will design the first phase, the welding component, of the Garrett County Career Technology Training Center. The facility will be established in the old Phenix Technologies building in Accident.

A bid review committee, composed of county staff members, had recommended that the commissioners accept a $180,480 bid submitted by Hayes Large Architects because of the company's references, interest in the project, and other factors. Crabtree was the committee's second choice.

The commissioners accepted Crabtree's lower bid because of the cost-savings factor.

"For the program," Commissioner Denny Glotfelty said, "we felt this was the best way to do it."

The commissioners have allocated $500,000 for the Career Technology Training Center. The Maryland Department of Business and Economic Development has also earmarked $1 million for the project.

The commissioners will hold their next public meeting on Thursday, Nov. 13.
