Oakland Receives Major Grant For Water Project

The Maryland Board of Public Works yesterday approved more than $1.4 million in grants to improve water supply systems and protect drinking water, with half of the funds being awarded to the town of Oakland.

Grants of $785,433 from the Water Supply Financial Assistance Program were awarded to Oakland.

The money will help fund study, design, and construction to modify the town's Broadford Lake and Bradley Run water treatment plants to lower the concentration of disinfection by-products and improve the quality of its drinking water.

The board is composed of Governor Martin O’Malley, Treasurer Nancy K. Kopp and Comptroller Peter Franchot.

"Everyone deserves to have an adequate supply of safe drinking water. Nothing is more important to our public health," said Governor O’Malley. "These projects protect public health while creating jobs for more Marylanders."

BPW Approves Funds For Two Local Projects

Gov. Martin O'Malley yesterday announced Board of Public Works (BPW) approval of recreational projects in Garrett County through the Maryland Department of Natural Resources' Community Parks and Playgrounds Program.

Accident will receive $65,000 to renovate the existing tennis and basketball courts at Accident Town Park and to upgrade the existing playground area for compliance with national playground safety standards and Americans with Disabilities Act requirements.

In addition, Grantsville will receive $40,000 to construct a pavilion with a sound system and a parking area for Grantsville Community Park.

The three-member Board of Public Works is composed of O'Malley (chair), Treasurer Nancy Kopp and Comptroller Peter Franchot. The BPW is authorized by the General Assembly to approve major construction and consultant contracts, equipment purchases, property transactions, and other procurement actions.

Governor Martin O'Malley announced this week Board of Public Works (BPW) approval of recreational projects in four counties, including one in Garrett, through local-side Program Open Space and the Community Parks and Playgrounds Program.

"Program Open Space allows us to provide fun and safe recreational opportunities for all Marylanders and their families to enjoy," said O'Malley. "It remains a high priority not only to create these areas, but to improve already existing facilities for future generations to enjoy."

The town of Oakland will receive $4,500 to upgrade parts of the flooring on the basketball court, replace a portion of the gym floor, and restripe and refinish the entire gymnasium floor at the Oakland Community Center (former armory).

Maryland Governor Martin O'Malley announced this week Board of Public Works (BPW) approval to preserve 530 acres of Maryland landscape, including acreage in the Bear Creek area near Accident, through the Rural Legacy Program.

"By partnering with landowners to preserve Maryland's heritage and natural beauty, we are creating an actual rural legacy to be enjoyed by our children and theirs," said Governor O'Malley.

In the Bear Creek Rural Legacy Area, the Schmuck farm will permanently protect 103 acres of agricultural and forest land, and protect water quality with 1,870 feet of buffers along tributaries that feed into Bear Creek and the Youghiogheny River. The easement, which will be held by Garrett County, extinguishes 52 development rights and protects natural trout streams and interior-dwelling bird and black bear habitat.

"This is a valuable addition to Garrett County's Bear Creek Rural Legacy project because of its proximity to Deep Creek Lake's growth area, the size of the property, its proximity to other protected lands, its water quality protection values, and the protection offered to the existing natural habitat," said Chad Fike, agricultural preservation administrator for Garrett County.

The Bear Creek Rural Legacy Area encompasses approximately 31,437 acres, 18 percent of which are now protected.

Governor Martin O'Malley announced yesterday Board of Public Works (BPW) approval to preserve 26 acres of land in Garrett County through Program Open Space. The Maryland Department of Natural Resources (DNR) will purchase the land, known as the White property, which is adjacent to Potomac State Forest, and add to the state forest system, which protects plant and wildlife habitat.
Located within a Target Ecological area, the property is contained in the Savage River Watershed, one of the only locations of an intact, connected brook trout population. The purchase is consistent with the fisheries management plan for the area and will protect critical habitat for rare and uncommon plants as well, according to the DNR.

The three-member Board of Public Works consists of Governor O'Malley (chair), Treasurer Nancy Kopp, and Comptroller Peter Franchot. The BPW is authorized by the General Assembly to approve major construction and consultant contracts, equipment purchases, property transactions, and other procurement actions.

Since 2007, Governor O'Malley and the BPW have preserved more than 33,076 acres of natural areas for public recreation and watershed and wildlife protection across Maryland. Since 1969, Program Open Space has provided funding for acquisition of 354,120 acres for open space and recreation areas.

— ANNAPOLIS — Maryland officials approved a $72 million contract Wednesday to buy six medevac helicopters to replace an aging fleet for the state’s renowned emergency response program, a need highlighted by a helicopter crash two years ago that killed four people.

The Maryland Board of Public Works — which includes Gov. Martin O’Malley, Treasurer Nancy Kopp and Comptroller Peter Franchot — voted 3-0 to approve the contract with Agusta Aerospace Corp. The contract includes an option to buy up to six additional helicopters between July 2011 and July 2013.

Despite the expense during tough economic times, O’Malley said the investment was crucial to preserve an important public safety initiative, which was established in 1970 as the first civilian agency to transport critically injured trauma patients.

Gov. Martin O'Malley yesterday announced Board of Public Works approval of recreational projects in nine counties, including Garrett, and Baltimore City through Program Open Space and the Community Parks and Playgrounds Program.

"These dedicated programs and funding sources allow us to continue to provide accessible recreational opportunities that are close to home for Maryland's working families," said O'Malley. "Increasing availability of safe outdoor spaces for children also helps instill values of awareness and responsibility in our next generation of stewards."

Oakland will receive $16,000 to upgrade the gymnasium floor and lighting in the Community Center (former National Guard Armory).

Deer Park will receive $75,000 to construct a restroom at the Community Park. There are currently no public restrooms located within the park, which consists of a playground area, basketball court, and a pavilion.

Gov. Martin O'Malley and the Board of Public Works (BPW) in Annapolis yesterday honored three Marylanders who devoted their lives to conservation and stewardship. One of those was the late Gary Allen Yoder, a longtime Department of Natural Resources employee and Garrett County resident.
At the request of the governor, the board acted to approve naming of DNR properties in honor Yoder, folk-singer and educator Tom Wisner, and Park Ranger Julie Schweikert.

"Today we honor three individuals who dedicated their lives to helping citizens and visitors better understand and appreciate the beauty and importance of our natural resources," said O'Malley at a meeting attended by family members, friends and colleagues of the honorees. "Now their work will live on ? not only in the hearts and minds of all they touched ? but also through the land and education programs they loved."

The Carrie Dixon property in Garrett County will be named the Gary A. Yoder Fish Management Area in honor of the 30-year DNR employee, who was instrumental in efforts to restore and promote fishing opportunities in the region.

Yoder, who passed away suddenly on Nov. 29, 2009, was DNR's first manager of Deep Creek Lake and later worked extensively in land acquisition and planning. The Carrie Dixon parcel was DNR's first acquisition for public boating and fishing access on the North Branch of the Potomac River.

"If I know my father as well as I think I do, I know he would be proud of this honor," said Garrett Yoder, Gary's 14-year old son. "He put everything into his work, and now I'm happy that there is a way for everybody to know the important work he’s done."

Gov. Martin O’Malley recently announced the Board of Public Works (BPW) approval of the acquisition of a 41-acre parcel in Youghiogheny Corridor in Garrett County. This property will provide a connecting point between the Youghiogheny Scenic and Wild River Corridor and the state-owned property of Deep Creek Lake at the dam.
"We are pleased to provide visitors much needed additional public access to the Youghiogheny Scenic and Wild River Corridor, a very popular location for fishing, whitewater kayaking, and hiking for Maryland families and visitors,” said Governor O’Malley. "The shortage of access points along the river corridor presents challenges for public entry and recreation, complicates important maintenance tasks, and impedes progress of rescue teams and emergency vehicles."

Gov. Martin O'Malley announced yesterday that the Board of Public Works has approved funding for a local Program Open Space (POS) project and the preservation of 267 acres of farm and forest land in Garrett County.
Oakland officials will receive $26,200 in POS funding to install playground equipment in the town's Rotary Park.

Five other Maryland counties – Anne Arundel, Baltimore, Montgomery, Prince George's, and Washington – also received POS funding to purchase land for new parks, make community park improvements, install landscaping, and begin various other initiatives.

"Through these acquisitions and projects, we are protecting valuable wildlife habitat and preserving the natural beauty of some of our state's most engaging landscapes, and we are enhancing our parks and recreational facilities in communities throughout Maryland," O'Malley said.

The Board of Public Works also approved $776,908 for conservation easements for 267 acres of agricultural and forest land in Garrett County through Maryland's Rural Legacy Program. Beef cattle, hay, and corn are harvested on this farm.

The property is located in the Accident area and will help protect water quality through riparian buffers of streams that drain into Bear Creek and its tributaries, which are natural trout streams regularly stocked by the Maryland Department of Natural Resources, according to the DNR.

Since 1997, more than 58,595 acres of forest and farm land throughout the state have been preserved through the nationally acclaimed program to protect the rural character of the state's communities from sprawl development, according to the DNR.

The three-member Board of Public Works, chaired by O'Malley, is also composed of Treasurer Nancy Kopp and Comptroller Peter Franchot. The BPW is authorized by the General Assembly to approve major construction and consultant contracts, equipment purchases, property transactions, and other procurement actions.
