Deep Creek park program features butterfly walk

Stephanie Weaver
The Cumberland Times-News Tue Jun 28, 2011, 10:53 PM EDT

DEEP CREEK LAKE — Hot and steamy— that’s how butterflies like their weather. With the exception of the wind Tuesday, the weather was just the right amount of heat and humidity for a butterfly sighting at Deep Creek Lake State Park.

“Flutterbys and Flowers,” a program offered by the park, attracted a handful of people of all ages interested in learning about plants, butterflies and what the two have in common.

Bird watchers may awake at dawn to catch a glimpse of the birds, but butterfly watchers can sleep in since the insects come out during the midday heat. Caroline Blizzard, ranger and naturalist at the park, finds this aspect most appealing.

“You won’t see me at a bird walk at 4 in the morning,” Blizzard said to her group of butterfly watchers, commending those who had also gone on a bird walk at 8 a.m.

As Blizzard pointed out, unlike birds, butterflies are silent, which makes the search for the insect more difficult. But plants are one way to see butterflies up close and personal.

The group headed toward the banks of flowers around the parking lot, surrounded by milkweed, Black-Eyed Susans and Queen Anne’s Lace. These are all common plants that attract butterflies, according to Blizzard.

“Oh my gosh! Come here,” Blizzard said as 15 heads looked to the milkweed plants. She had found a milkweed bug.

Another plant, the butterfly bush, attracts all sorts of butterfly species. This seems like an ideal way to see all kind of butterflies, but Blizzard compares the butterfly bush to a bar where all the drunk butterflies gather.

After a few laughs from the adults in the group, Blizzard changed the comparison to a fast-food restaurant for the younger participants. Just like there are healthier eating options for humans, there are better plants for butterflies, Blizzard said.

The plants are all native to Maryland. About 10 years ago, the park staff saw the need for native plants and planted a section at Herrington Manor State Park. Now, the plants are planted throughout the state parks, according to Blizzard.

One of the most commonly seen butterflies is one that the park raises — the monarch. The park staff raises them during the summer before their migration to Mexico for the winter. A local school tags and names the butterflies to keep track of their travels and arrivals in Mexico.

Skipper butterflies were also seen in abundance Tuesday. Named after their quick flight habits, there are several different species of the skipper butterfly, so many that Blizzard couldn’t name or identify each one.

Jacob and Ruby Feuertein of Lewisburg, Pa., enjoyed the program on butterflies, which gave them “something to do” while vacationing at the lake with their family. Jacob’s favorite part of the program was “seeing the butterflies.”

His sister agreed. “I liked how we could get really close to the butterflies,” she said.

City man given three-year sentence for role in escape

From Staff Reports
Cumberland Times-News The Cumberland Times-News Wed Jun 29, 2011, 10:22 PM EDT

OAKLAND — A Cumberland man who assisted Deandre Kelly after he escaped from the Garrett County Jail in January was sentenced to a three-year prison term in Garrett County Circuit Court on Wednesday.

Dionte Pierre Coley, 39, pleaded guilty to conspiracy to commit escape in the first degree and related charges were dismissed by Judge Jim Sherbin, according to the Garrett County State’s Attorney’s Office.

Criminal investigators with the Garrett County Sheriff’s Office and U.S. Marshal’s Service determined Coley was a person involved in arranging transportation away from the jail for Kelly on Jan. 23.

Coley had been indicted by the March term of the grand jury.

Kelly, 29, was taken into custody by federal authorities following his arrest May 2 in the Lynchburg, Va., area by U.S. marshals.

All six defendants charged in the escape have reportedly entered not guilty pleas.

Chiquita Annette Richardson, 27, of Alexandria, Va., was sentenced last month to four years in the Maryland Division of Correction.

The other defendants include Eric M. Nibbins, 26, of Alexandria; Amanda S. Lambert, 23, of Cumberland; Jamal Kelly, 25, and Robert Marshall Jr., 27, both of College Park; and Richard D. Hall, 26, of Frederick.

Lambert and Jamal Kelly were released on bond, pending trial. Nibbins is jailed in the Allegany County Detention Center. Marshall and Hall remain jailed in Garrett County awaiting their next court appearance, according to a spokesman for the Garrett County Sheriff’s Office.

The escape investigation was conducted by the Maryland Department of Public Safety and Correctional Services. Two employees of the detention center were terminated for violations of policy relating to the escape that occurred when Kelly reportedly displayed a handgun.

Deandre Kelly was arrested in Garrett County in a traffic stop in Friendsville on Jan. 22 after he fled from state police. At the time, he used an alias. He was treated at Garrett Memorial Hospital and escaped from jail after police learned his true identity. Kelly was wanted as a federal fugitive in the Washington, D.C., area on drug charges.

Home prices rose in May: CoreLogic

NEW YORK | Thu Jun 30, 2011 9:02am EDT

NEW YORK (Reuters) - Home prices rose for the second month in a row in May but fell compared to a year earlier, data analysis company CoreLogic said on Thursday.

CoreLogic's home price index rose 0.8 percent in May from the month before, though prices were still down 7.4 percent from a year ago. Excluding distressed sales, prices declined just 0.4 percent year-over-year.

Relative strength in the non-distressed market, a slow decline in the number of homes expected to go on the market -- known as shadow inventory -- and stabilization in the amount of underwater homeowners are all positive signs, said Mark Fleming, chief economist for CoreLogic.

"Nonetheless, the fragile economic recovery is still critical to the long-term recovery in the housing market," Fleming said in a statement.

A sure sign of spring is the arrival of various young wildlife babies throughout the forests and in the fields. Jessica Capan was horseback riding along Herrington Manor Road recently and caught sight of this spotted youngster lying low in the grass, and unlike most "children," he remained perfectly still for the taking of this photograph. With the arrival of summer this week, most of the spots on baby deer are beginning to fade, but as always, motorists should remain alert for the road crossings of deer, bear, ground hogs, and a host of other critters.

Pending home sales rise but recovery still distant

By Lucia Mutikani

WASHINGTON | Wed Jun 29, 2011 2:45pm EDT

WASHINGTON (Reuters) - Pending sales of existing homes rebounded from a seven-month low in May but demand for mortgages sank last week and the market is still struggling under the weight of a glut of unsold properties.

The National Association of Realtors said on Wednesday its Pending Home Sales Index increased 8.2 percent to 88.8. Pending homes sales lead actual sales of homes by a month or two.

The rise in contracts was merely a correction after an 11.3 percent fall in April and the market will continue to bounce along the bottom, economists said.

Heritage Document Now Component Of County Comp Plan

Jun. 23, 2011

The Garrett County Heritage Area Management Plan is now a component of the county's 2008 Comprehensive Plan. On Tuesday, the Garrett County commissioners unanimously approved three amendments to the Comp Plan that provide for the heritage element.

Those attending the announcement included Director John Nelson, Garrett County Department of Planning and Land Development; county attorney Mike Getty; Nicole Christian, GC Chamber of Commerce president/CEO; and Dee Dee Ritchie, newly appointed Heritage Area manager.

Inclusion in the Comp Plan is one of the final steps in the county becoming a certified Heritage Area. The Maryland Heritage Areas (MHAA) Program was created in 1996. Its purpose is to link resource preservation with economic development and tourism. Garrett County was recognized as a proposed Heritage Area in 2003.

Nelson said the first Comp Plan amendment simply adds the phrase "and the Garrett County Heritage Area Management Plan" to the last sentence in Section 2.2. This last sentence on Page 2–1 now reads: "More details about Garrett County's history and heritage can be found in the Garrett County 2003 Heritage Plan and the Garrett County Heritage Area Management Plan."

The second amendment adds a new bullet to Section 2.4.2 on page 2–4. It reads as follows:

"Garrett County Heritage Area Management Plan. This plan prepared by the Garrett County Heritage Area Committee describes the partnerships to be created between local governments, the state, and the broader community to preserve historical and cultural resources. The goal of this plan is to improve the local economy through heritage tourism, enhance recognition, and conservation of valuable resources that give Garrett County its identity and support heritage related project. Following the adoption of the plan by the Maryland Heritage Areas Authority, 'Certified Heritage Boundaries' and 'Targeted Investment Zones' are established to derive benefits from the Maryland Preservation and Tourism Areas Program."

The third amendment adds the entire text of the Heritage Area Management Plan, which is about 800 pages long, to the appendix of the 2008 Comp Plan.

Garrett CEO becomes Catholic deacon

Michael A. Sawyers
The Cumberland Times-News Tue Jun 28, 2011, 11:33 PM EDT

OAKLAND — The four-year journey to become a Catholic deacon tested not only Donald Battista’s character and commitment, but his automobile as well.

After 37,576 miles, two sets of tires and zero speeding tickets, Battista was ordained to the Roman Catholic Order of Permanent Deacon on May 14 at the Cathedral of Mary Our Queen in Baltimore.

Battista could do it blindfolded — drive to Baltimore, that is.

“If it was Friday night we were in a motel in Columbia and then on Saturday we went into Baltimore for the classes,” said Patricia, Don’s wife, who accompanied him on every 3.5-hour trip to Baltimore and the return trip to Garrett County.

“A lot of people presume I am more spiritual or more of something than others, but I’m not. I just answered the call in a spirit of humility. I simply committed more deeply than in the past,” Don Battista said. “I’m humbled and I’m overjoyed.”

The role of the deacon in the church is increasing, he said. “During the next 10 years, the number of priests will be reduced by half. It is possible that some deacons will find themselves handling administrative duties at parishes.”

As for his own role as a deacon, Battista said he may perform weddings, baptisms, wake services, funerals, benedictions and blessings.

Battista is the president and CEO of Garrett County Memorial Hospital. He said any work as a deacon within the hospital would come at the direction of the parish to which he is assigned, St. Peter the Apostle in Oakland.

Battista said he has distinct respect for his role at the hospital and his role with the church and would not mix the two.

In 2007, 48 men applied to be deacons within the Archdiocese of Baltimore; 21 began the program and 14 were ordained.

Battista’s training and internship included work in Morgantown, W.Va., with hospital patients and West Virginia University students.

“Don would leave Monday afternoons for Morgantown and I would make supper for him and the students,” Patricia Battista said. She also kept a log of the four-year spiritual adventure.

There were 72 round trips to Baltimore, 157 round trips to internship sites, 627 hours behind the wheel, 70 nights in motels and 2,237 gallons of gas involved.

“I’m pretty sure I qualified as the deacon candidate who traveled the greatest distance,” Don said.

Jun. 23, 2011

Overall there will be few instructional programs significantly impacted within the Board of Education's fiscal year 2012 budget.

The school system did have additional grant reductions within Title I and Perkins II-C Career and Technology Grants, which will be reduced by approximately $29,000.

Hickory Environmental Education Center summer program will be reduced from a five-week residential program to a potential two-week day camp. BOE representatives have stated that this initiative is in process.

Funds for Academic Intervention will also be reduced. While funding is still available at all instructional levels, there will be reductions primarily at the middle and high school levels. Transportation for Academic Intervention will be included in the budget.

The Alternative program bus that transported students from the northern end of the county to Southern High School has been eliminated. The Alternative program will be retained, however, and will now be provided by each school individually, utilizing current staff.

Jun. 23, 2011

The Appalachian Regional Commission (ARC) has awarded a $107,000 grant to the Garrett County Board of Commissioners to make electrical upgrades at the McHenry Business Park.

The grant will be used to extend power lines to the park, which is owned and operated by the county. The county hopes the electrical upgrade will attract high-power users, such as technology-based and small component businesses to the park.

"The funding for McHenry Business Park will strengthen Garrett County's economy by bringing high-tech businesses and jobs to the community," said Sen. Ben Cardin, who, along with Sen. Barbara Mikuski, announced the ARC grant award last Friday.

Outdoors: BLACK BEAR LOTTERY

By CHRIS D. DOLLAR, For The Capital
Capital Gazette Communications Published 06/26/11

BLACK BEAR LOTTERY: Maryland Black Bear Lottery Opens July 1. Entering its eighth year, Maryland's black bear hunting season is scheduled for Oct. 24-29. The Department of Natural Resources (DNR) will accept applications for this year's lottery for hunting permits beginning July 1. DNR will issue 260 bear hunting permits with a quota of 55-80 bears and will close the hunt when the quota is reached.

In a DNR press release, big game biologist Harry Spiker said the black bear population growth rate has slowed in Garrett County since the hunting season was established in 2004, but continues to increase in Allegany County and in areas east.

This year's lottery will follow the same model-the Preference Point System-established in 2007 but the application period has been extended by a month. Under the system, hunters who apply receive one entry in the random drawing as well as one additional entry for each consecutive year they have applied. For example, those hunters who applied unsuccessfully in 2007, 2008, 2009 and 2010 will receive five entries in the drawing when they apply this year.

Online applications for the Maryland Black Bear Lottery will be accepted from 9 a.m. on July 1 until 11:59 p.m. on Friday, Sept. 2. Phone applications will be accepted at 1-888-579-6768 between 9 a.m. and 5:30 p.m. on Aug. 22-26 only. Send a $15 non-refundable application fee (credit card, check, or money order) to MDDNR Black Bear, P.O. Box 360, Frostburg, MD 21532. All payments must be received by 12:00 p.m. on Monday. Checks and money orders should be made payable to MDDNR Black Bear.

Best-selling author Martha Grimes was the guest of honor at a special program presented by the Mayor and Town Council of Mountain Lake Park Saturday afternoon. In front of a standing-room-only crowd in the town hall, Grimes spoke about the characters and locations in her four-book series that center on the town, and more specifically on the Mountain Lake Park Hotel during its heyday years of operation. The main character in those books is 12-year-old Emma Brown, whose mother was a co-owner of the hotel, as was the case with Grimes' mother in real life. "Emma is indeed autobiographical; however, she represents not the person I was, but the person I would have liked to have been at that age," Grimes said. Grimes is best known internationally for her 22-novel Richard Jury mystery series, one book of which garnered her the coveted Nero Wolfe Award for Best Mystery of the Year. The Mayor and Town Council presented to her an original painting of the Mountain Lake Park Hotel, partially visible in the photo above, and also unveiled a permanent historical plaque featuring her and her books that will be placed on an exhibit stand in front of the town hall facing the former MLP Hotel property. Holding the plaque in the photo above are town council member Don Sincell and Mayor Leo Martin (far right). Also in the photo with Ms. Grimes is Kathryn Sincell-Corwell, far left, who coordinated the Martha Grimes Day event and also arranged for the painting of the hotel. Following the program, Grimes signed copies of her books for scores of interested readers. A resident of the Washington, D.C., area, Grimes was accompanied by her son Kent, daughter-in-law Travis, and two grandsons. Photo by John McEwen.

Natural Resources Careers Conference accepting applications from teens By Carrie Ann Knauer, Times Staff Writer Carroll County Times | 0 comments

Natalie Crabbs was going into her senior year at Francis Scott Key High School in 1998 when she signed up for the Natural Resources Careers Conference.

The week-long camp, held in Western Maryland, gave her a glimpse of what it would be like to work in natural resources, and specifically in forestry.

"I had always wanted to do some type of job in natural resources at that time," she said, so she was very enthused when she was accepted to the program....

Close encounters with bears

By GREG PECK ( Contact ) Thursday, June 23, 2011 - 9:21 a.m. EMAIL RSS SHARE I’ve seen lots of bears in the wild during my travels, particularly while fishing in Canada. Once a bear ravaged a bag of garbage we unwittingly set outside a cabin before nightfall. We've seen several bears, including one swimming, while we fished from a boat. We once even made an evening trip to a dump to watch bears dine on garbage. One time, while fishing on a lake northeast of Eau Claire, we spotted a bear strolling around the homes and cottages one evening....

The next day, while we relaxed on the upper deck of our friends’ house on Deep Creek Lake, I spotted a bear roaming around the neighbor’s home. The bear strolled down to the water, took a brief, refreshing dip, and soon wandered off—but not before I again shot a few photos....

Jun. 23, 2011

Garrett County residents are advised to watch for cyclists on numerous county roadways this Saturday, June 25, for the Joanna M. Nicolay Melanoma Foundation's second annual Win the Fight Garrett County Gran Fondo.

Bicyclists will ride on a variety of roads, specifically the Rt. 219 area north of Accident to Keyser's Ridge. Bikers will be traveling south from Devil's Half Acre Road and make their way 1.9 miles south to a left turn on to Rabbit Hollow Road. Maryland State Police will maintain a presence to slow traffic as cyclists make this turn. This will not disrupt the flow of traffic.

The charity ride supports melanoma skin cancer research, education, and advocacy. All county roads will remain open to traffic; however, motorists are asked to be aware of riders. Bike routes are available on the charity ride web site www.winthefight.org/granfondo

Stay dry

It’s illegal and unsafe to go boating and drinking
Anonymous
The Cumberland Times-News Thu Jun 23, 2011, 09:26 PM EDT

There may be people who actually believe that while it’s inadvisable to drink and drive an automobile, it’s OK to drink and operate a boat.

Well, it’s not.

Not only is it illegal to operate a boat while under the influence, it’s dangerous. In Maryland, alcohol and illegal drug use were contributing factors in 8 percent of the state’s 219 reportable boating accidents during 2010. In 2009, alcohol contributed to 16 percent of boating fatalities nationwide.

Warm weather brings the boating season, and Maryland Natural Resources Police recently charged a Pennsylvania man with operating a vessel under the influence on Deep Creek Lake.

Just as police are on the lookout for drunken drivers, they’re also trying to keep the boating public safe from drunken boat operators.

Today through Sunday, Maryland’s Natural Resources Police will be participating in the nationally coordinated Operation Dry Water, in which officials across America — including the U.S. Coast Guard — will be trying to raise awareness about the dangers of drinking in a boating environment.

The situation becomes even worse in waters that are comparatively crowded, like those of Deep Creek Lake.

Also, NRP officials say, boaters are subject to increased fatigue from sun, wind and water, and alcohol use magnifies this fatigue and impairs judgment and can can lead to arrest, accidents and death. The maximum penalty for operating a boat while impaired by alcohol is a $1,000 fine and a year in jail for first offenders.

As NRP says: Boat safe, boat smart and boat sober

Reward offered for killer of rare goshawk

Published: June 22, 2011 at 7:45 PM

Comments (0)EmailPrintListen BALTIMORE, June 22 (UPI) -- Someone has fatally shot Maryland's rarest bird, and a sportsmen's foundation says it's offering a reward for information leading to their arrest.

Natural Resources Police say an unknown person or persons in Garrett County shot and killed the uncommon female northern goshawk and her three nesting chicks and did so outside any legal hunting season.

The bird is on the state's endangered species list, and its nest near Savage River State Forest was being watched closely by federal Department of Natural Resources biologists due to the bird's "highly rare" status, The Baltimore Sun reported.

Home "shadow inventory" dips on year: CoreLogic

NEW YORK | Wed Jun 22, 2011 9:32am EDT

NEW YORK (Reuters) - The number of U.S. homes likely to hit the market soon fell compared to last year due to fewer new delinquencies and a high level of distressed sales, a real estate research firm said on Wednesday.

CoreLogic reported that the so-called shadow inventory of homes in the three months to the end of April declined to 1.7 million homes. That's equivalent to a five months' supply and is down from 1.9 million in the same time frame the year before.

It is also down from the peak level of 2 million homes seen in the three months up to January 2010, CoreLogic said.

Since its collapse, the housing market has remained a drag on the economy and economists say a recovery in the sector can only take place once the overhang of distressed properties is sold off.

Home sales hit 6-month low, supply rises

By Lucia Mutikani

WASHINGTON | Tue Jun 21, 2011 2:22pm EDT

WASHINGTON (Reuters) - Sales of previously owned U.S. homes hit a six-month low in May and supply rose, pointing to a housing market still struggling to regain its footing.

The National Association of Realtors said on Tuesday that sales slipped 3.8 percent month over month to an annual rate of 4.81 million units, the lowest since November.

It was the second straight month of declines. The drop was smaller than economists had expected, but the April sales figure was revised lower, leaving a report that was largely in line with expectations in financial markets.

While the fall in sales last month was partly due to tornadoes and flooding, with sales in the Midwest and South hit the hardest, it underscored fundamental weakness.
